Cavite Infrastructure Corporation

The Cavite Infrastructure Corporation (CIC) will implement a 30-day toll holiday for all vehicle classes on the Cavite Expressway (CAVITEX) exits, following the Toll Regulatory Board's (TRB) decision. This initiative aims to alleviate the burden of rising fuel costs and inflation for motorists.

Support from TRB and Joint Ventures
Raul L. Ignacio, president and general manager of CIC, confirmed that the toll holiday will be fully implemented, supporting the decision made by the TRB. The decision came after consultations with CAVITEX joint venture partners, CIC, and the Philippine Reclamation Authority (PRA).

Presidential Directive
President Ferdinand R. Marcos Jr. recently announced the toll holiday during the inauguration of the CAVITEX C5 Link Segment 2. He directed that all expressway segments managed by the Cavitex joint venture firm should be toll-free for 30 days.

CIC’s Commitment
Ignacio praised the TRB's careful deliberation and thorough decision-making process, noting that the toll holiday aligns with President Marcos’s directive. He emphasized that the CIC is committed to supporting the initiative despite the expected revenue losses.

Toll-Free Segments
The toll-free segments include exits in Kawit, Paranaque, C5 Link Segment (Merville and Taguig exits), and the newly inaugurated Segment 2 (Sucat Interchange). Transport industry sources estimate that the toll holiday will result in significant revenue losses, amounting to hundreds of millions of pesos.

Financial Impact and Support
While acknowledging the financial impact on toll receipts, Ignacio reaffirmed CIC’s support for the decision. He highlighted that expressway firms rely on toll revenues for loan payments, infrastructure investments, road safety, and operational costs.

Praise and Criticism for TRB
The TRB faced criticism for a brief delay in issuing the toll holiday directive. However, Ignacio defended the TRB’s thorough and deliberate approach, emphasizing the importance of careful decision-making for significant policies.

Public-Private Partnership
CIC, in partnership with the PRA, operates CAVITEX under a Public-Private Partnership (PPP) agreement. PPP advocates stress the importance of prior consultation among partners to maintain goodwill and achieve successful infrastructure projects.

Regulatory Role
Industry experts underline the critical role of regulators like the TRB in ensuring the long-term success of PPP investments and safeguarding the interests of stakeholders, particularly motorists and riders benefiting from these ventures.
